Joule Capital Partners, Caterpillar Inc., and Wheeler Machinery Co. have announced an agreement to power Joule’s High Performance Compute Data Center Campus in Utah.

Joule, an infrastructure development firm, plans to create the largest single campus in Utah spanning 4,000 acres and set to launch in 2026. The goal is to create one of the most advanced data centers in the world. 

Designed specifically for AI-driven workloads, the campus will have 4 GW total capacity, using integrated combined cooling heat and power (CCHP) solutions.

It will be powered by Caterpillar’s G3520K generator sets, or gensets—a single piece of equipment that combines an engine with an electrical generator to produce electricity—and support equipment. 

The distributed generation system produces electricity and captures waste heat to power and cool next-generation, high-density server systems. The solution includes 1.1 GWh of battery energy storage in addition to backup power generation served by various fuel sources. 

Beyond the gensets, the integrated system will include controls, switchgear, inverters, energy storage solutions, CCHP and more, providing a complete power solution for the Joule data center. 

With global headquarters in Irving, Texas, Caterpillar provides end-to-end power solutions for data centers, including primary and backup generators, sustainable energy options, microgrids, and service and support. The data center market has become a major driver of its growth.

Wheeler Machinery is a Utah-based Caterpillar dealer offering Cat power systems. The company will provide local expertise, service, and support for Joule’s new campus.

Oil Slides on OPEC+ Output Speculation

Oil fell after a report that the OPEC+ alliance will consider a fresh round of production increases when the group meets over the weekend. West Texas Intermediate crude fell 2.5% to settle just below $64, erasing its gain from Tuesday. The OPEC+ development was compounded by softer-than-expected US economic data that dented longer-term consumption expectations. Saudi Arabia and its partners have yet to decide how to proceed after completing the fast-tracked addition of 2.5 million barrels a day that was finalized at its previous gathering, several delegates said on Wednesday. Earlier, Reuters reported that the group will consider further raising output at a meeting on Sunday. When OPEC+ last met, Bloomberg reported that the group would consider all options on output, and that remains the case, according to one of the delegates. Prices clawed back some losses after US President Donald Trump told reporters that he hasn’t yet advanced to “phase two” or “phase three” after he penalized India for purchasing Russian oil. Moscow’s flows have been in focus amid US efforts to achieve peace in Ukraine by targeting India, while Kyiv ramps up drone strikes on Russian energy infrastructure. The cartel has surprised traders several times this year by embarking on a strategy to reclaim market share, despite the expectation that supplies outside of the group will surge toward the end of 2025. Those increases are expected to leave the oil market heavily oversupplied in the fourth quarter. Shell Shelves Dutch Biofuels Plant

Shell Plc has shelved its biofuels plant in the Netherlands as it continues to shed low-carbon businesses to boost profitability. The project in Rotterdam, which was put on hold last year pending a cost review, was to have been one of Europe’s biggest plants for renewable diesel and sustainable aviation fuel.  Shell has decided to “prioritize our capital towards those projects that deliver both the needs of our customers and value for our shareholders,” Machteld de Haan, the firm’s head of downstream, renewables and energy solutions, said in a statement, reiterating previous pledges to back projects that will boost investor returns.  The business of making cleaner transport and aviation fuels from vegetables oil and waste has lost its shine since a wave of investments announced earlier in the decade. Industry pioneer Neste Oyj’s stock has plunged since 2021, partly due to disappointing demand for sustainable aviation fuel. Since Wael Sawan took over as chief executive officer in 2023, the company has been exiting low-carbon projects and under-performing units. Saudi Arabia’s $5.5B Bond Sets Course for Record Issuance

Saudi Arabia sold $5.5 billion of international bonds on Tuesday to help plug its budget deficit, putting it on course for a record year of issuance as it continues to spend heavily on Crown Prince Mohammed bin Salman’s economic-diversification projects. The two-part Sukuk, or Islamic debt, sale was made up of a $2.25 billion five-year note and a $3.25 billion 10-year bond. The shorter tranche priced with a spread of 65 basis points over US Treasuries, while the longer one was sold at 75 basis points. Investors had placed around $17.5 billion of orders, underscoring the strong demand for Saudi debt even as the Gulf nation ramps ups issuance in the face of lower oil prices and high spending that’s squeezing the government’s finances. Saudi Arabia has now sold almost $20 billion in dollar- and euro-denominated debt this year, according to data compiled by Bloomberg. That cements its status as one of the busiest issuers in emerging markets. It is also well above the 2024 full-year tally and within a whisker of the annual record of $21.5 billion set in 2017. Hardly a week goes by in the power sector these days without recriminations arising from a new era of tight supply conditions relative to soaring demand in the power sector. One of the hottest points of contention is the broken process by which new power plants are interconnected to the power grid. In order to gain grid access, a would-be power plant files an interconnection request to a transmission utility, and, having staked that claim, it takes a place in line — a line that has grown and grown, with years of delay for interconnecting projects to gain access to the grid, with the amount of projects in that line growing in all markets to many multiples of the given market’s total demand. These Gold Rush rules were appropriate at the origins of the industry’s restructuring when substantial latent capacity in the power grid was being underutilized, or where additional grid capacity could be opened up for only modest incremental cost. The transformational “open access” orders issued by the Federal Energy Regulatory Commission during this era unleashed an era of investment in power generators by standardizing utility transmission tariffs and making it clear that anyone who wanted to make a go of it in the power-generation business could do so. US DOE Earmarks $35MM to Support Emerging Energy Tech

The United States Department of Energy (DOE) will channel more than $35 million toward developing emerging energy technologies. The DOE said in a media release that the funds will be divided among 42 projects related to grid security, artificial intelligence, nuclear energy, and advanced manufacturing, and located at DOE national laboratories, plants, and sites. The selected projects will leverage over $21 million in cost share from private and public partners, bringing total funding to more than $57.5 million, according to DOE. The funds are provided through DOE’s Technology Commercialization Fund (TCF) program, managed through the Office of Technology Commercialization’s Core Laboratory Infrastructure for Market Readiness (CLIMR) Lab Call. The program, according to DOE, strengthens America’s economic and national security by supporting public-private partnerships that maximize taxpayer investments, advance American innovation, and ensure the U.S. stays ahead in global competitiveness. “The Energy Department’s National Labs play an important role in ensuring the United States leads the world in innovation”, DOE Secretary Chris Wright said. “These projects have the potential to accelerate technological breakthroughs that will define the future of science and help secure America’s energy future”. California Geothermal Lease Sales Net Over $2.7MM

The U.S. Bureau of Land Management announced, in a statement posted on its website recently, that Bureau of Land Management geothermal lease sales in California netted over $2.7 million. The Bureau noted in that statement that it accepted winning bids on 13 parcels across 22,685 public acres in Imperial, Lassen, and Modoc counties for $2,711,858 in total receipts for a geothermal lease sale. The Bureau said in the statement that it may issue leases once review and payment are complete. “The sale generated an average of $117 per acre offered, supporting American prosperity by increasing potential for domestic energy production,” the Bureau stated. “For each parcel leased, 50 percent of the bid, rental receipts, and subsequent royalties will go to the state of California, 25 percent will go to the county where the lease is located, and the remaining 25 percent will go to the U.S. Treasury,” it added. “Geothermal lease sales support domestic energy production and American energy independence, while contributing to the nation’s economic and military security,” the Bureau continued. “Consistent with Executive Order 14154, ‘Unleashing American Energy’, the BLM’s geothermal lease sales help meet the energy needs of U.S. citizens and solidify the nation as a global energy leader long into the future and achieve American Energy Dominance,” it went on to state. The Bureau noted in the statement that leasing is the first step in the process to develop federal geothermal resources. Vacancy Falls Through the Floor JLL sets the stage with a stark headline: colocation vacancy is nearing 0%. The JLL Midyear 2025 North America Data Center report warns that this scarcity “is constraining economic growth and undermining national security,” underscoring the role of data centers as critical infrastructure. CBRE’s North American Data Center Trends H1 2025 numbers back this up, recording an all-time low North America vacancy rate of 1.6%, the tightest in more than a decade. Microsoft will invest $80B in AI data centers in fiscal 2025

And Microsoft isn’t the only one that is ramping up its investments into AI-enabled data centers. Rival cloud service providers are all investing in either upgrading or opening new data centers to capture a larger chunk of business from developers and users of large language models (LLMs).  In a report published in October 2024, Bloomberg Intelligence estimated that demand for generative AI would push Microsoft, AWS, Google, Oracle, Meta, and Apple would between them devote $200 billion to capex in 2025, up from $110 billion in 2023. Microsoft is one of the biggest spenders, followed closely by Google and AWS, Bloomberg Intelligence said. Its estimate of Microsoft’s capital spending on AI, at $62.4 billion for calendar 2025, is lower than Smith’s claim that the company will invest $80 billion in the fiscal year to June 30, 2025. Both figures, though, are way higher than Microsoft’s 2020 capital expenditure of “just” $17.6 billion. The majority of the increased spending is tied to cloud services and the expansion of AI infrastructure needed to provide compute capacity for OpenAI workloads. Separately, last October Amazon CEO Andy Jassy said his company planned total capex spend of $75 billion in 2024 and even more in 2025, with much of it going to AWS, its cloud computing division.

The message from the company is that there aren’t enough skilled farm laborers to do the work that its customers need. It’s been a challenge for most of the last two decades, said Jahmy Hindman, CTO at John Deere, in a briefing. Much of the tech will come this fall and after that. He noted that the average farmer in the U.S. is over 58 and works 12 to 18 hours a day to grow food for us. And he said the American Farm Bureau Federation estimates there are roughly 2.4 million farm jobs that need to be filled annually; and the agricultural work force continues to shrink. Unlike traditional software, agents powered by large language models (LLMs) can make nuanced decisions, navigate complex multi-step tasks, and integrate seamlessly with tools and APIs. At the start of 2024, agents were not ready for prime time, making frustrating mistakes like hallucinating URLs. They started getting better as frontier large language models themselves improved. “Let me put it this way,” said Sam Witteveen, cofounder of Red Dragon, a company that develops agents for companies, and that recently reviewed the 48 agents it built last year. “Interestingly, the ones that we built at the start of the year, a lot of those worked way better at the end of the year just because the models got better.” Witteveen shared this in the video podcast we filmed to discuss these five big trends in detail. OpenAI recently released two papers that set a new competitive standard for improving the quality, reliability and safety of AI models in these two techniques and more. The first paper, “OpenAI’s Approach to External Red Teaming for AI Models and Systems,” reports that specialized teams outside the company have proven effective in uncovering vulnerabilities that might otherwise have made it into a released model because in-house testing techniques may have missed them. In the second paper, “Diverse and Effective Red Teaming with Auto-Generated Rewards and Multi-Step Reinforcement Learning,” OpenAI introduces an automated framework that relies on iterative reinforcement learning to generate a broad spectrum of novel, wide-ranging attacks. Going all-in on red teaming pays practical, competitive dividends It’s encouraging to see competitive intensity in red teaming growing among AI companies. When Anthropic released its AI red team guidelines in June of last year, it joined AI providers including Google, Microsoft, Nvidia, OpenAI, and even the U.S.’s National Institute of Standards and Technology (NIST), which all had released red teaming frameworks. Investing heavily in red teaming yields tangible benefits for security leaders in any organization.
